Foreign-currency values are converted at the Central Bank of the Republic of Türkiye (TCMB) foreign-exchange selling rate in force on the date the customs liability begins (Law 4458 Art. 30). TCMB’s terms make commercial use of its data subject to written permission, so the rates are not ingested.
